Carol Rolf is the firm's President and Senior
Partner. She has extensive experience in the
representation of diverse health care providers and
institutions. Her concentration is in the
representation of long term skilled care providers,
both freestanding and hospital-based, as well as
ICF's/MR, group homes, assisting living and
congregate care facilities. She has also
represented numerous other health care providers
and licensed health professionals in a variety of
administrative matters involving Medicare and
Medicaid audits and appeals, licensure,
certification, survey and enforcement, risk
management, reimbursement, employment, fraud and
abuse compliance and defense.
Carol has been selected as one of the best
health lawyers in the country by The Best
Lawyers in America. She is a nationally
recognized speaker, and has been a presenter and
author of materials and seminars at hundreds of
engagements over the years, including for the

Along with Aric Martin, Carol teaches the legal
portion of the Core of Knowledge at the Ohio State
University's Fisher School of Business - the course
necessary for licensure as a nursing facility
administrator in Ohio.
Carol has served as Special Counsel to the
Attorney General of Ohio (appointed in 1992 and
served through 1997). She has also served on
numerous governmental task forces and boards,
including: the Ohio Department of Health
Certification and Licensure Task Force; the
Medicaid Long-Term Care Reimbursement Study
Committee; the Ohio State Board of Examiners of
Nursing Home Administrators. Carol is a former
member of the Board of Trustees for the United
Church Homes, and also currently serves on the
Board of Trustees of the Boys and Girls Clubs of
Cleveland.
Carol received her Juris Doctorate from
Cleveland State University, and her Bachelor of
Arts from Case Western Reserve University, where
she graduated magna cum laude.
She is admitted to practice in any state court
in Ohio, the U.S. District Court for the Northern
District of Ohio, and the U.S. Sixth Circuit Court
of Appeals. Carol is a member of the Cleveland and
Ohio State Bar Associations, as well as the Ohio
Women's Bar Association and the American Health
Lawyers Association.
